Exempted contracts are those executed under any law that suspends or exempts the standard comptroller approval process

Posted information must include contract number, amount, vendor name, contract term, description of goods/services, and whether a competitive bidding process was used (with explanation if not)

Prohibits the governor from suspending or modifying these public posting requirements during a state disaster emergency
