Requires the medical cannabis certification course for practitioners to include specific topics: pharmacology of cannabis, contraindications, side effects, adverse reactions, overdose prevention, drug interactions, dosing, routes of administration, risks and benefits, warnings and precautions, and abuse and dependence

Establishes the Endocannabinoid System Awareness Program within the Department of Health to educate health care practitioners about the endocannabinoid system and its interactions with other bodily systems

Mandates the Health Commissioner, in consultation with the Office of Cannabis Management, to develop and distribute comprehensive guidance on topics including cannabinoids and chronic pain/opioids, pharmacogenetics, FDA-approved cannabinoid medications, and drug interactions

Requires both the Office of Cannabis Management and Department of Health to publish information about the endocannabinoid system awareness program on their websites

Takes effect 180 days after becoming law, with immediate authorization for agencies to begin developing necessary rules and regulations
