Expands New York's standardized health insurance contract program to include "qualifying small dental employers" alongside existing qualifying small employers

Defines a qualifying small dental employer as having no more than 50 employees, at least one licensed dentist practicing general dentistry who provides at least 10 dental office visits per month to Medicaid patients, and at least 2 licensed dental hygienists

Requires each dentist at a qualifying practice location to meet the 10 Medicaid patient visits per month threshold to maintain eligibility

Authorizes the superintendent to give enrollment preference to qualifying small dental employers who serve more than the minimum threshold of Medicaid patients

Takes effect one year after enactment and automatically expires 5 years after the effective date
