Establishes that electronically submitted applications are considered original documents without requiring a follow-up paper submission

Permits absentee voters to return completed ballots via electronic mail to the state board of elections using an electronic absentee ballot transmittal system

Removes the existing requirement that special federal voters (military and overseas citizens) must return original paper applications and ballots by mail or in person after submitting copies electronically
