Requires heavy distribution centers (facilities with at least 50,000 square feet used for warehouse activities primarily for e-commerce order fulfillment) to be equipped with electric vehicle charging stations

Excludes manufacturing/assembly facilities and wholesale food storage facilities from the definition of heavy distribution center

Directs the Secretary of State, in consultation with NYSERDA, to determine the required number of charging stations proportional to each warehouse's size and needs

Warehouse operators found in violation are subject to penalties prescribed under existing energy code enforcement provisions

Takes effect 180 days after becoming law, with immediate authorization to begin developing implementing regulations
