Requires New York State to maintain highway, pedestrian, lift, and movable bridges over the canal system in a manner that does not impede commercial motor vehicles as defined in transportation law

Removes the previous standard that allowed bridge maintenance only when the Commissioner of Transportation deemed it necessary for public convenience with no alternate crossing available

Mandates at least one public hearing in affected communities before the Commissioner of Transportation can close or remove any canal bridge

Updates gender-neutral language throughout the statute, replacing "he" and "his" with "such commissioner" and "the commissioner's"

Takes effect immediately upon enactment
