Requires the board to hold at least three public hearings within 45 days of formation, with Spanish language interpreters and bilingual advertising materials

Grants the board subpoena power and authority to enter any state correctional facility with three days' notice to interview employees and incarcerated individuals

Directs the board to review DOCCS regulations, staffing levels, overtime practices, and the impact of recent facility closures on the correctional workforce

Report with recommendations on labor practices, working conditions, and institutional safety must be submitted to the governor and legislature by September 30, 2026, with DOCCS required to issue corresponding regulations by March 31, 2027
