Requires all school districts to complete a transition feasibility analysis for zero-emission school buses (ZEBs) within 15 months of the act's effective date and every five years thereafter, assessing factors including route distance, topography, temperatures, and electric grid capacity

Districts with 2,000+ pupils where 50% or more of routes are deemed infeasible for ZEBs may continue operating non-zero-emission buses until their next feasibility analysis; districts with less than 50% infeasible routes must transition feasible routes to ZEBs by July 1, 2030

Extends zero-emission deadlines for smaller districts: districts with fewer than 2,000 pupils must only purchase ZEBs by July 1, 2037, and operate exclusively ZEBs by July 1, 2040

Expands the definition of "zero-emission school bus" to include hybrid battery electric buses with a second propulsion source

Directs the Department of Education, NYSERDA, and Department of Health to annually rank districts with 2,000+ pupils for prioritized transportation and building aid based on childhood asthma ER visit rates, feasibility analyses, need/resource capacity ratings, and per-pupil spending
