Expands the definition of "utility services" in the abandoned property law to include services provided by energy services companies (ESCOs), which are entities that sell energy to customers using utility transmission or distribution systems

Requires ESCOs to follow the same abandoned property rules as traditional utility corporations for customer deposits held to secure payment for services

Mandates that unclaimed deposits, advance payments, and refunds held by ESCOs for two years after service termination be deemed abandoned property and reported to the state comptroller

Obligates ESCOs to publish annual notices of unclaimed property, maintain public records of entitled persons, and pay abandoned property to the state comptroller by October 10th each year

Takes effect on the first of July following enactment
