Limits authorized third parties to representing no more than 30% of practicing physicians in a geographic service area when negotiating with health plans that have less than 5% market share

Prohibits physicians from engaging in boycotts, strikes, or coordinated cessation of services, and bars negotiations that would exclude non-physician providers from direct reimbursement

Requires authorized third parties to register with the panel, pay fees covering regulatory costs, and submit all negotiation communications for review, with approved contracts limited to five-year terms
