Prohibits dealers from acquiring limited use motorcycles for resale unless the vehicle has a manufacturer-affixed vehicle identification number (VIN) in a form acceptable to the commissioner

Increases civil penalty for operating as an unregistered dealer from $1,000 to $2,000, with the reduced penalty for obtaining registration within 10 days raised from $500 to $750

Directs fees collected under this section to be deposited into the dedicated highway and bridge trust fund and the dedicated mass transportation fund

Takes effect 180 days after becoming law, with immediate authorization for the commissioner to promulgate necessary regulations before the effective date
