Authorizes New York City to discontinue parkland use and lease approximately 77 acres in Flushing Meadows Corona Park to Queens Future, LLC for a gaming facility with commercial, retail, entertainment, hotel, convention, and community uses

Requires the city to dedicate fair market value of the discontinued parkland toward acquiring new parklands or making capital improvements to existing parks and recreational facilities in Queens

Mandates development of at least 20 acres of parkland within or adjacent to the project site, including a north-south pedestrian connection from the passerelle bridge to Boat Basin Place, to be built and maintained by the developer

Exempts the existing Citi Field stadium from the discontinued parkland area

Requires construction of the gaming facility to begin within 15 years or the land reverts to the NYC Department of Parks and Recreation; land also reverts if used for purposes other than those authorized
