Directs the Office of Parks, Recreation and Historic Preservation and the Office of Mental Health to jointly study extending the Long Island Motor Parkway trail from Winchester Boulevard to Little Neck Parkway in Queens, connecting to the planned Nassau County Motor Parkway trail

Study must address estimated total cost, project duration, impact on local traffic patterns, and environmental impact (including an environmental impact statement if required)

Study must assess whether the project could connect the Empire State Trail to Kings, Queens, Nassau, and Suffolk counties

Agencies must identify areas for inter-agency cooperation and solicit input from agencies with jurisdiction over relevant properties

Report on findings due to the governor and legislature within one year of the act's effective date, with the act expiring and being repealed after one year
