Adds a new March 31st reporting period for employment preparation education apportionment payments, in addition to existing December 31st and June 30th periods

Creates a second payment cycle after July 1st based on claims filed by May 31st, with payments capped at 75% of claim amounts including any remainder from the first period

Maintains the first reporting period payment structure with payments after April 1st based on March 1st claims, capped at 25% of the annual amount

Retains the total annual cap of $96 million for employment preparation education apportionment across all school districts

Final payments for remaining balances from first and second periods, plus rest of school year, continue to be made after October 1st based on September 15th claims
