Establishes an 11-member General Aviation Task Force to study ways to improve civil aviation operations in New York, excluding scheduled passenger airline service

Task force will examine how state laws, Department of Transportation regulations, and federal/international aviation bodies impact investment in general aviation within New York

Study scope includes analyzing tax burdens on general aviation compared to other states, effects of airport improvement projects, and incentive measures used by other states and countries

Members appointed by the governor (3), senate temporary president (2), assembly speaker (2), DOT commissioner (2), and minority leaders of each chamber (1 each), with appointments due within 30 days of enactment

Task force must submit findings and recommendations to the governor and legislative leaders within 180 days, with the report posted on the DOT website
