Authorizes boards of cooperative educational services (BOCES) to establish repair reserve funds for emergency capital improvements and equipment repairs, extending the same authority already available to municipal corporations, school districts, and district corporations

Requires BOCES governing boards to notify each component district within 10 days of completing an emergency repair, including the nature of the repair and its aggregate cost

Mandates BOCES to submit an annual report by December 31 to each component district and the Commissioner of Education detailing all emergency repairs completed, funds expended, and remaining fund balance

Allows BOCES to transfer money from repair reserve funds to capital repair reserve funds established under Section 1950 of the education law

Designates BOCES governing board members as trustees of repair reserve funds, subject to fiduciary duties enforceable by the BOCES, any board, officer, or taxpayer, with misdemeanor penalties for unauthorized withdrawals or expenditures
