Agencies qualify if they have posted 2+ small business regulation guides, issued 5+ regulatory flexibility analyses in the past 3 years, or are newly established agencies that have issued a regulatory flexibility analysis

The nexus must include agency rules, regulation guides, guidance documents, proposed rulemaking notices, regulatory agendas, plain language summaries of adjudicatory proceedings, and compliance assistance program descriptions

Requires interactive features allowing small businesses and local governments to provide feedback, obtain information, and seek compliance assistance, including contact information for knowledgeable agency staff

Existing qualifying agencies must establish their regulatory nexus within 120 days of the act's effective date; new agencies have 120 days after publishing their initial regulatory flexibility analysis
