Requires the commissioner to develop by January 1, 2027 a uniform plan for collaboration between police agencies in missing persons investigations, including a coordinated response triggered promptly upon confirmation of a missing person report

Mandates that missing person information be promptly dispatched to all local and state agencies, with no presumption that adults ages 19-64 are not missing

Requires police to determine if a missing person has been a victim of domestic violence or family offense, and if so, immediately share related records with all local and state police agencies

Establishes a presumption that missing persons with a history of domestic violence are missing under circumstances of reasonable safety concern

Requires routine notifications to relatives of missing persons on investigation status, with initial notification within 7 days and weekly updates thereafter when new information is available

Expands victim assistance programs to include trauma-informed intervention, emotional support, and mental health services, and adds relatives of missing persons to those receiving specialized training consideration
