Mandates the Commissioner of Health to solicit input from environmental and public health specialists through an open public process and compare synthetic turf with alternatives including natural turf

Requires a report to the governor and legislature within six months of the effective date, with findings and recommendations on appropriate and inappropriate uses of synthetic turf and crumb rubber

Establishes an outreach program to inform local governments, schools, and the public of findings, including information on safe alternatives where synthetic turf poses health risks
