Amends the General Business Law section 1410 to exclude payroll agencies from the definition of "hiring party" under New York's freelance worker protection law (Freelance Isn't Free Act)

Payroll agencies that provide payroll services on behalf of another person or organization would not be considered the hiring party responsible for compliance with freelance worker protections

Maintains existing exemptions for the U.S. government, New York State government, municipalities, and foreign governments from the hiring party definition

Takes effect immediately upon passage
