Authorizes city school districts in cities with populations over 65,000 to apply for state grants to fund cultural and academic transition programs for students immigrating from English-speaking Caribbean countries

Targets immigrant students who do not qualify for limited English proficiency programs but still need support adjusting to New York schools

Requires districts to submit a plan to the Commissioner of Education identifying recently immigrated students from English-speaking Caribbean countries and detailing services to be provided

Gives preference to programs serving students who received limited or interrupted formal education in their country of origin

Takes effect July 1 following enactment, with the Commissioner directed to adopt implementing regulations
