Allows the presumption to be rebutted only by competent evidence proving the lung disease was not work-related

Provides disability benefits ranging from 1/3 to 3/4 of final average salary depending on tier membership, minus Workers' Compensation

Estimated costs range from 2 to 10 times the member's salary depending on the type of benefit that would otherwise have been payable, with costs shared by New York State and participating employers
