Expands who can diagnose, treat, and prescribe for sexually transmitted diseases from "licensed physicians" to "health care practitioners" (any person licensed, certified, or authorized to practice medicine under education law)

Lowers the age threshold for minors who can receive STD treatment without parental consent or knowledge from 21 years to 18 years

Adds new provision allowing health care practitioners to provide STD prevention services, including vaccines, to minors under 18 without parental consent, provided the minor has capacity to consent and does consent

Protects confidentiality of minor STD care and treatment records by prohibiting release to parents or guardians, consistent with existing privacy laws

Takes effect immediately upon passage
