Expands "covered airport location" from just JFK and LaGuardia airports to all airports operating under Port Authority of New York and New Jersey jurisdiction within the state

Replaces the previous minimum wage system for covered airport workers with a prevailing wage requirement, where workers must be paid the locality's prevailing wage for their craft, trade, or occupation effective July 1, 2025

Defines "wage" to include both basic hourly cash rate and supplements (fringe benefits including medical care, pensions, disability insurance, life insurance, and unemployment benefits)

Requires overtime pay at 1.5 times the prevailing basic cash hourly rate for work exceeding 8 hours per day or 40 hours per week

Designates the industrial commissioner as fiscal officer statewide, except in cities with population over one million (New York City), where the city comptroller serves as fiscal officer with authority to investigate, conduct inspections, and enforce wage requirements
