Prohibits real estate appraisers from discriminating based on race, creed, color, national origin, citizenship, immigration status, sexual orientation, gender identity, military status, sex, age, disability, marital status, domestic violence victim status, lawful source of income, or familial status

Bars appraisals from being based on protected characteristics of prospective owners/occupants, current owners/occupants, or owners/occupants of nearby properties

Authorizes the Department of State to impose fines up to $2,000 on certified or licensed real estate appraisers found guilty of violations, in addition to or instead of license suspension/revocation

Directs 50% of collected fines to the anti-discrimination in housing fund administered by the Attorney General

Expands permitted uses of the anti-discrimination in housing fund beyond fair housing testing to include outreach, education, investigating complaints, and addressing appraisal discrimination including new appraisals and appraisal reviews
