Establishes the "Promoting Ethical Testing Solutions (P.E.T.S) Fund" as a nonlapsing revolving fund administered by the Empire State Development Corporation and State Comptroller to fund research into human-relevant alternatives to animal testing

Creates a grant and loan program for public and private entities conducting research to develop alternatives to using animals in scientific, medical, and product testing

Requires laboratories and institutions in New York to pay annual contributions based on the number of vertebrates used in research: $5,000 for up to 500 animals, scaling up to $50,000 for more than 10,000 animals

Imposes civil penalties of up to $1,000 per day on laboratories or institutions that fail to pay the required contribution

Mandates annual reporting to the governor and legislative leaders on fund recipients, amounts awarded, and descriptions of research conducted, including which animal tests the research aims to replace; takes effect January 1, 2026
