Establishes the Artificial Intelligence Literacy Digital Equity Competitive Grant Program to provide funding to public K-12 schools, community colleges, higher education institutions, and community organizations for AI literacy education

Allocates grant funding as follows: 30% to public elementary and secondary schools, 30% to community organizations, 20% to community colleges, 15% to public institutions of higher education, and 5% to private institutions of higher education

Prioritizes grant applicants demonstrating high need based on lack of computer science education access, high percentage of low-income students/community members, limited technological infrastructure, or geographic barriers to digital inclusion

Permits grant funds to be used for teacher training and certification, professional development, AI learning labs, virtual learning platforms, curriculum development, and private sector partnerships

Requires annual reporting from grant recipients and the Commissioner of Education, including data on students reached, schools implementing programs, and progress toward objectives, with reports due to the governor and legislature each January 1st
