Requires owners to surrender the manufacturer's certificate of origin or vehicle certificate of title to the Commissioner of Motor Vehicles, who must cancel the title and maintain permanent records with electronic public access

Establishes that once converted, manufactured homes can be conveyed by deed and encumbered by mortgage like traditional real estate, with liens and security interests attaching the same way they would to land and buildings

Sets a $200 recording fee for affidavits of affixation and exempts the filing from transfer taxes and mortgage recording taxes on existing vehicle-based liens

Takes effect one year after becoming law, allowing time for regulatory implementation
