Amends the mental hygiene law to add Down syndrome to the list of conditions that qualify as a developmental disability under New York law

Down syndrome would join intellectual disability, cerebral palsy, epilepsy, neurological impairment, familial dysautonomia, Prader-Willi syndrome, and autism as automatic qualifiers

Makes individuals with Down syndrome automatically eligible for Medicaid services and supports available to those with developmental disabilities

Takes effect immediately upon passage
