Repeals Chapter 105 of the Laws of 2019, which had extended collective bargaining rights, overtime protections, and other labor law coverage to farm laborers in New York

Excludes farm laborers from the definition of "employees" under the State Employment Relations Act, removing their collective bargaining rights under state law

Removes farm laborers from minimum wage protections under Labor Law Article 19 by adding "labor on a farm" to the list of excluded employment categories

Restores previous workers' compensation eligibility thresholds for farm laborers, requiring employers to have paid $1,200 or more in cash remuneration to all farm laborers in the preceding calendar year before coverage is mandatory

Restores unemployment insurance coverage thresholds for agricultural employers, requiring either $20,000 in quarterly cash wages, employment of 10 or more workers on 20 different days, or federal unemployment tax liability before contributions are required

Takes effect immediately and applies retroactively to January 1, 2022
