Defines "cell confinement" as being in a cell

Defines "out-of-cell" as being in group settings such as classrooms, recreation yards, libraries, contact visit rooms, or similar shared spaces without physical barriers that allow meaningful social interaction

Specifies that out-of-cell includes time for medical treatment, individual counseling, or attorney visits in settings conducive to service provision without physical barriers

Adds these three definitions as new subdivisions 35, 36, and 37 to Section 2 of the correction law, effective immediately
