Designates the act as "Brendon's law" and expands the definition of "participate in" speed contests to include organizing, promoting, wagering, acting as a starter, positioning vehicles, or directing traffic for races

Prohibits spectators from knowingly being present within 200 feet of any speed contest, race, sideshow, or street takeover

Creates new offense for "sideshows" (stunts like burnouts, donuts, drifting, wheelies, excessive engine noise) and "street takeovers" (blocking traffic for stunt behavior) on public or private property open to the public

First-time violations are misdemeanors punishable by up to 30 days imprisonment and/or fines up to $600; second or subsequent violations within 10 years carry up to 1 year imprisonment and/or $1,000 fine

Authorizes seizure and forfeiture of vehicles involved in violations, with owners/lienholders unable to claim ignorance as a defense if they showed willful disregard of illegal activity
