Amends Vehicle and Traffic Law section 121-b to include class three electric assist bicycles in the definition of "limited use motorcycle"

Class three e-bikes would be subject to the same regulatory framework as limited use motorcycles, which are categorized by maximum speed (Class A: 30-40 mph, Class B: 20-30 mph, Class C: up to 20 mph)

Takes effect 180 days after becoming law

Authorizes state agencies to begin drafting implementing rules and regulations immediately upon passage
