Authorizes the New York State Council on the Arts to designate "Little Yemen" in the Bronx as a cultural district eligible for grants, technical assistance, and other support

Defines Little Yemen's boundaries as the area bounded by White Plains Road (south), Bronxdale Avenue (north), Morris Park Avenue (west), and Van Nest Avenue (east)

Adds Little Yemen alongside East Harlem ("El Barrio") as a specifically named region of cultural significance in state law

Maintains the Council's existing authority to designate additional cultural regions that are compact, contiguous, and have identifiable cultural heritage
