Requires the Office of Addiction Services and Supports to publish fee schedules by November 1st of each preceding calendar year specifying exact reimbursement rates for outpatient, intensive outpatient, and opioid treatment services

Requires the Office of Mental Health to publish similar fee schedules by November 1st for outpatient mental health treatment provided at licensed facilities and crisis stabilization centers

Establishes that insurers must reimburse in-network addiction and mental health facilities at rates no less than Medicaid rates, with the specific fees now required to be itemized in published schedules

Applies to individual health insurance policies, group health insurance policies, and health maintenance organization contracts

Takes effect immediately and applies to all policies issued, renewed, modified, or amended after the effective date
