Creates a new "for-profit club" liquor license allowing private membership establishments operated for recreational, social, patriotic, political, benevolent, communal workspace, corporate dining, or athletic purposes to sell liquor to members and their guests for on-premises consumption

Sets the annual license fee at $20,000 and requires clubs to have at least 100 members who pay annual dues, with membership recorded in official club records

Prohibits licenses for premises within 200 feet of schools, churches, synagogues, or other places of worship, or within 500 feet of existing licensed premises in municipalities with populations of 20,000 or more

Allows corporate dining spaces to obtain licenses without meeting member requirements and permits contracts with third-party vendors licensed by the State Liquor Authority to provide food and beverages

Requires the State Liquor Authority to consider factors including proximity to other licensed establishments, traffic and parking impacts, noise levels, and history of violations when evaluating applications
