Increases the minimum required school year from 180 to 200 instructional days for all public schools in New York, including New York City schools and universal prekindergarten programs

Reduces state aid apportionments proportionally (by 1/200th per day) for schools that fail to meet the new 200-day requirement, replacing the previous 1/180th reduction formula

Allows the Commissioner of Education to waive reductions for up to 5 days missed due to emergencies such as adverse weather, heating failures, water shortages, fuel shortages, lack of electricity, natural gas leaks, chemical contamination, credible safety threats, or building destruction

Permits school districts to schedule teacher conference days in the first two weeks of August (previously the last two weeks) and count them toward the 200-day requirement, subject to collective bargaining agreements

Adjusts retirement service credit calculations for school employees in the New York State and Local Employees' Retirement System, dividing days worked by 200 instead of 180 for service after the act's effective date
