Establishes a co-occurring disorders patient bill of rights covering 11 specific rights including nondiscrimination, accurate screening and diagnosis, integrated treatment matched to needs, continuity of care, family involvement, prevention access, peer advocacy, adequately resourced providers, and safe supportive housing

Requires the Office of Addiction Services and Supports to work with multiple state agencies (Mental Health, Social Services, Children and Family Services, Corrections, Health, Financial Services, and Education) to adopt and implement the bill of rights as policy

Mandates a report to the legislature and governor on integrated services delivery statewide, including prevalence data on co-occurring disorders, comparison to national benchmarks, and evaluation of current program capabilities

Requires development of a five-year implementation plan with annual progress reports, including establishment of a state co-occurring disorders center of excellence and seven regional centers to provide training and technical assistance

Appropriates $2,000,000 to the Office of Addiction Services and Supports for implementation, with the act taking effect 90 days after becoming law
