Guarantees patients with co-occurring mental health and substance use disorders the right to nondiscrimination, appropriate screening, accurate documentation, access to health records, and integrated treatment services matched to their needs

Establishes rights to continuity of care for as long as needed, rejecting the expectation that patients with two persistent conditions can rely solely on self-help after a single short-term treatment episode

Provides rights to family involvement in care, access to peer advocates with lived experience, prevention services for at-risk youth, and safe supportive housing for those without permanent residence

Takes effect 90 days after becoming law, with immediate authorization for agencies to develop necessary rules and regulations for implementation
