Expands the definition of STEM education in the New York State STEM Incentive Program to explicitly include computer science and engineering design skills and practice

Provides tuition awards to students who graduate in the top 10% of their New York high school class and enroll full-time in approved STEM undergraduate programs at public or private institutions

Award amounts equal SUNY resident tuition or actual tuition charged, whichever is less, for up to four years (or five years for programs requiring it)

Recipients must complete five years of continuous full-time employment in a STEM field with a New York-based employer and maintain state residency, or the award converts to a student loan with interest

Updates gendered language throughout the statute to gender-neutral terms (e.g., "his or her" changed to "the applicant's" or "the recipient's")
