Prohibits all New York governmental entities from outsourcing any function that could be performed in-house unless specifically authorized by state law

Defines "governmental entity" broadly to include state agencies, the legislature, courts, public authorities, municipalities, political subdivisions, SUNY, CUNY, and their subsidiaries

Requires governmental entities that previously outsourced functions without statutory approval to terminate such arrangements by January 1st following the effective date

Mandates that all materials and copies used by outsourced contractors must be returned to the governmental entity or destroyed upon termination

Takes effect 45 days after becoming law, with immediate authorization for agencies to begin drafting necessary implementing regulations
