Establishes a 14-member East of Hudson Watershed Road Salt Reduction Task Force, including commissioners from transportation, environmental conservation, health, and environmental protection, plus 10 gubernatorial appointees with expertise in engineering, hydrology, public health, and highway maintenance

Requires the task force to submit a report by December 1, 2026, assessing road salt contamination impacts on surface and ground waters, property, and infrastructure in portions of Dutchess, Putnam, and Westchester counties that drain into the NYC reservoir system

Mandates recommendations for salt reduction targets, training programs for winter road maintenance workers, a public education campaign, and a publicly accessible database for tracking road salt purchases and applications

Directs the Department of Transportation and Department of Environmental Conservation to implement a road salt pilot program incorporating task force recommendations, beginning two years after baseline water sampling is completed

Requires a summary report on pilot program results by August 30, 2030, with the entire act expiring 5 years after the pilot program is conducted
