Creates a new licensing framework for neurofeedback therapy, defined as using instruments to measure electrophysiological processes to help individuals control stress, relaxation, and symptoms of various syndromes through techniques including diaphragmatic breathing, progressive relaxation, and cognitive restructuring

Establishes a seven-member State Board of Neurofeedback Therapy appointed by the Board of Regents, consisting of six licensed neurofeedback practitioners and one practicing physician

Requires neurofeedback therapist applicants to hold at least a master's degree in education or health care, complete 50 hours of didactic neurofeedback education, obtain 100 hours of supervised clinical experience, pass written and practical exams, and be at least 21 years old

Sets licensing fees at $250 for initial license and $50 annually, with $70 fees for limited permits; allows bachelor's degree holders to practice as neurofeedback technicians under supervision of a licensed therapist

Exempts qualified licensed health care professionals, students in health care programs, and supervised para-professionals; grants current practitioners one year to apply for licensure after the law takes effect
