Creates distinctive license plates bearing the letters "MHC" for New York State licensed mental health counselors, available upon request to licensed counselors residing in the state

Requires an additional annual service charge of $25 for the distinctive plate, on top of the regular registration fee

Authorizes the commissioner to charge an additional fee of up to $15 annually, deposited into the DMV distinctive plate development fund for production, design, and marketing

Plates can only be issued to the licensed counselor, not to their spouse unless the spouse is also a licensed mental health counselor

Requires either a $6,000 surety bond or at least 200 pre-orders with non-refundable service charges before the plate can be designed and produced; bond is discontinued if 200+ sets are sold within two years
