Adds definitions to the Public Officers Law for "data base" (a set of data with more than one file collected for a given purpose), "data file" (electronic records in prescribed form), and "electronic record" (records stored and used by computer)

Establishes that reproduction costs for electronic records may include staff time, computer time, and storage device/medium costs when the agency provides the medium

Caps electronic record reproduction costs so they cannot exceed what photocopying would cost, plus any storage device/medium costs

Authorizes government agencies to sell, lease, or otherwise dispose of data maintained in databases through rules established by the agency or governing body

Requires all revenue from database sales or leases to be deposited into the general fund of the public corporation the agency belongs to
