Extends public employees' contractual rights for up to six months beyond the expiration date of their collective bargaining agreement solely for the purpose of negotiating a new agreement

Requires all payroll and benefits under the expired agreement to remain frozen "as is" during the six-month extension period, with no increases or decreases

Amends Section 209-a of the Civil Service Law by adding a new subdivision 1-a

Takes effect immediately upon enactment
