Establishes the "New York City Beacon School Act" to transform every public elementary and secondary school in New York City into a Beacon school, which operates as a community center offering programs before and after school, evenings, and weekends

Beacon schools would provide recreational programs, social services, educational enrichment, vocational activities, academic support, parent involvement initiatives, and neighborhood safety programming to reduce gang and gun violence

Requires each Beacon school to establish a community advisory council with volunteer representatives to guide programming, conduct needs assessments, evaluate services, and meet at least 12 times per year

Advisory councils must work directly with the local police youth division and NYC Department of Juvenile Justice to address gang/gun/youth violence, youth re-entry, and educational/vocational success

New York City must provide annual funding to support Beacon schools, with the requirement that funding be matched equally by state appropriations; the act takes effect 365 days after becoming law
