Defines pre-term labor as regular uterine contractions causing cervical changes occurring between 20 weeks and 36 weeks and 6 days of pregnancy

Requires coverage for mental health counseling services for expectant mothers and their families who have experienced miscarriage, stillbirth, infant death within one month of birth, or pre-term labor diagnosis

Takes effect 60 days after becoming law, with agencies authorized to begin implementing necessary rules and regulations immediately
