Removes the State University of New York (SUNY) Board of Trustees as an authorized charter entity, leaving only local school district boards of education and the Board of Regents as entities that can approve charter school applications

Eliminates the automatic approval provision that previously required the Board of Regents to approve and issue SUNY-recommended charter proposals within 30 days or have them deemed automatically approved

Transfers all oversight and supervision responsibilities for charters previously authorized by SUNY to the Board of Regents effective immediately upon enactment

Preserves existing SUNY-authorized charters, which will not be revoked or terminated solely due to this change, but requires all future charter renewals to be approved by the Board of Regents

Removes SUNY references throughout the charter school law related to enrollment targets for students with disabilities, English language learners, and free/reduced lunch eligible students, consolidating these responsibilities under the Board of Regents
