Requires the State Comptroller to publish an annual report by June 1st on its website grading each state agency and the Comptroller's office on contract spending with minority and women-owned business enterprises (M/WBE)

Assigns letter grades (A through F) based on M/WBE participation goals, ranging from "great standing" to "unacceptable"

Measures actual spending from the prior fiscal year rather than registered contract values, with separate grades for spending with Asian-American, Hispanic-American, Black-owned, and women-owned firms

Requires each agency report to include total M/WBE-eligible spending, actual M/WBE spending, spending categories (construction, non-construction, commodities, or professional services), and year-over-year comparisons for the previous three fiscal years

Takes effect April 1st following enactment and expires on the same date as Article 15-A of the executive law
